Generational incidence of savings taxation versus capital-income taxation

This paper examines the incidence of capital taxation in a model in which the taxation of capital is clearly justifiable and using analytical techniques from the tax reform literature. The taxation of capital has long been a controversial issue, with much of the literature concluding that savings/capital-income should not be taxed. Recently, however, Blackorby and Brett have shown in a model with several desirable features that it can be optimal to tax capital, and they provide a simple yet compelling argument in favor of both savings taxation and capital-income taxation. We use the Blackorby–Brett model (i.e. a model in which the taxation of capital can be justified) to revisit the question of the incidence of capital taxation. We focus on the generational incidence of capital taxation; that is, the incidence on a young generation and an old generation. However, an interpretation in terms of the incidence on "capital" versus "labor" (as is traditional in the tax incidence literature) is also provided.

我国中等收入阶层的形成和壮大，是同无数中等收入的形成和壮大联系在一起的，也与我国经济社会体制的不断跃迁、不断完善密切相关，特别是中等收入的特质及其影响力，是与我国经济社会体制改革的效率和整个社会的福利水平呈现一种正相关关系的。扩大中等收入比重，提高低收入收入水平，这是在新的历史条件下对我国传统收入分配制度的一个新的注解。     

Orange County Bankruptcy: Financial Contagion in the Municipal Bond and Bank Equity Markets

We examine the spillover wealth effects of the Orange County, California bankruptcy announcement in December 1994 on municipal bonds, municipal bond funds, and bank stocks. This bankruptcy is prominent because of unprecedented losses and because it was caused by a highly leveraged derivatives strategy rather than a shortage of tax revenues and excess spending. We find contagion in the bond market with significantly negative abnormal returns for municipal bond funds without direct exposure to Orange County and for non‐Orange County municipal bonds. In addition, our findings suggest the contagion spills over to the common stocks of investment and commercial banks that deal in or use derivatives; however, the equities of banks unexposed to derivatives are not affected.

城镇化水平与农民收入的相关性研究

城镇化水平与农民人均收入存在着密切关系，即城镇化水平越高，农民人均收入越高；城镇化水平越低，农民人均收入越低。因此，要增加农民人均收入，就必须提高城镇化水平，特别是提高中西部省份的城镇化水平。文章主要运用统计学中的回归分析方法来阐述这一观点。     

企业组织中特定人力资本的道德研究

道德逐渐成为现代企业组织竞争的基本条件和核心,是企业长期利润的来源之一。本文通过研究道德的载体—人力资本与道德的关系,提出动机—行为模式;通过研究对道德起更重要作用的特定人力资本道德,提出如何提高整个企业组织的道德水平并最终形成善的道德循环。     

On the smoothness of optimal paths II: some local turnpike results

We study the local turnpike property for two classes of infinite-horizon discrete-time deterministic maximization problems which have common applications, e.g., optimal growth theory. We follow a functional-analytic approach and rely on an implicit function theorem for the space of the sequences which converge to zero. We shall assume the existence of an optimal path which is not necessarily a steady-state. Relying on material developped in Blot and Crettez (Decis Econo Finance 27:1–34, 2004), “On the smoothness of optimal paths” Decis Econ Finance, 21:1–34, 2004), we provide conditions under which a variation in the initial conditions (i.e., capital stock and discount rate) yields an optimal solution which converges toward a reference solution when time becomes infinite. We also provide new results on bounded solutions of difference equations. The housing question in Japan

This article first examines how bad housing conditions are in Japan based on international comparisons. The next question is whether the extremely high land prices in Japan can be explained by economic logic. We then turn to more specific housing policy questions that are peculiar to or important in Japan, such as the tax advantages of owning land that have caused under-utilization of land and the reasons why the average size of Japanese rental housing is so small.
